Stamp Duty in Haryana 2026: Full Rates, Calculator and Payment Steps

Haryana stamp duty 2026: 7% urban (men), 5% (women), 6% (joint) plus 1% registration. Calculate charges, pay e-Stamp online, book slot on Jamabandi portal.

Short answer

Haryana charges 7% stamp duty for men, 5% for women and 6% for joint male-female registration in urban areas, plus a flat 1% registration fee capped at Rs 50,000. Rural rates are 2 percentage points lower. On a Rs 2 Cr Gurgaon flat, a sole male buyer pays Rs 14 lakh stamp duty plus Rs 50,000 registration. Pay via e-GRAS or SHCIL e-Stamp, then book your sub-registrar slot on jamabandi.nic.in. The 2026 slabs match 2024, but collector (circle) rates were revised on 1 April 2026 and pushed the taxable base up across most Gurgaon sectors.

Haryana stamp duty rates in 2026

Haryana notifies stamp duty under the Indian Stamp (Haryana Amendment) Act and revises slabs through the Revenue and Disaster Management Department. The 2026 structure stays the same as the 2024 revision: a gender-based slab for men, women and joint buyers, with a 2 percentage-point concession for rural (non-municipal) land. The registration fee is separate and uniform at 1% of consideration or collector rate (whichever is higher), with a Rs 50,000 ceiling since the 2018 amendment. For Gurgaon specifically, almost every residential property falls inside MCG limits (Municipal Corporation of Gurugram), so the urban slab applies by default. Rural rates only come into play for farmhouse plots in villages that have not been absorbed into MCG, HSVP sectors or notified area committees. The duty is calculated on the higher of the agreement value or the collector (circle) rate for that sector, which Haryana last revised on 1 April 2026, raising rates by 10 to 30 percent in prime Gurgaon pockets like Golf Course Road, the DLF Phases and Sector 56.

How to calculate stamp duty on a Gurgaon property

The taxable base is whichever is higher between (a) the actual consideration in your sale deed and (b) the collector rate for that sector multiplied by the carpet or built-up area as defined in the circle-rate schedule. In practice the collector rate wins in most Gurgaon transactions because builders report consideration close to or below circle rate to minimise GST on under-construction units. Multiply the taxable base by your applicable slab, then add 1% registration (capped at Rs 50,000). Worked example on a Rs 2.5 Cr apartment in Sector 56 where the collector rate works out to Rs 2.2 Cr: taxable base stays at Rs 2.5 Cr. A sole male buyer pays 7% stamp duty, i.e. Rs 17,50,000, plus Rs 50,000 registration = Rs 18,00,000 total. A sole female buyer pays 5% = Rs 12,50,000 plus Rs 50,000 = Rs 13,00,000, a Rs 5 lakh saving. For joint male-female registration the duty is Rs 15,00,000 plus Rs 50,000 = Rs 15,50,000. Add roughly Rs 15,000 to Rs 25,000 for e-Stamp paper service charges, deed drafting and sub-registrar incidentals. If the deed involves a gift between blood relatives (parent-child, siblings, spouse), Haryana charges a concessional flat Rs 5,000 stamp duty plus the 1% registration fee, which is the most tax-efficient way to transfer family property.

  • Taxable base = higher of agreement value or sector collector rate
  • Carpet area basis for apartments, plot area for independent plots
  • GST (5% without ITC on standard under-construction, 1% on affordable) is separate and only on builder sales
  • TDS of 1% under Section 194-IA kicks in above Rs 50 lakh and is paid by buyer, not seller

Collector rate (circle rate) in Gurgaon for 2026

The collector rate is the government-notified minimum value per square yard or per square foot for every sector, village and licensed colony in Gurugram district. It directly drives your stamp duty because the department will not register a deed below it. The DC Gurugram notified fresh rates on 1 April 2026, with the sharpest hikes in the DLF Phases, Golf Course Road, Sector 42 and the Dwarka Expressway belt. Rates vary widely by product type: builder apartments, floors, plots and independent houses each have their own slab inside the same sector. Plots in the DLF Phase 1 to 5 belt sit in the premium band, high-rise apartments on Golf Course Road carry some of the highest per-sq-ft collector rates in the city, and Dwarka Expressway sectors (81 to 115) span a wide band depending on project category. Exact figures change each financial year, so always pull the live PDF from the Gurugram district website before signing a sale deed; mid-year amendments do happen when a specific colony is reclassified. Local sub-registrars publish an updated collector-rate sheet on the notice board, and your lawyer or real estate consultant should hand you a stamped copy as part of the pre-registration diligence. Verify the current slab against the DC Gurugram notification or an HRERA Panchkula listing for your project.

  • Collector rates revised 1 April 2026 by DC Gurugram
  • Apartments, floors, plots and houses each priced separately per sector
  • A sector may show two zones (for example Sector 57 main vs the HUDA pocket) with different rates
  • Agricultural land in Gurgaon villages has a lower slab than residential

How to pay stamp duty online in Haryana (e-Stamp and e-GRAS)

Haryana moved to a fully digital e-Stamp system through SHCIL (Stock Holding Corporation of India) and the e-GRAS portal (egrashry.nic.in). You no longer need to buy physical non-judicial stamp paper. The flow is: draft the sale deed with your lawyer, generate the stamp-duty challan on e-GRAS by selecting department Revenue, head of account 0030 and tax head Stamp Duty, pay via net banking or NEFT, then download the e-Stamp certificate with a unique GRN (Government Reference Number). Repeat the challan step for the 1% registration fee under a separate head. Carry both printouts, the deed, PAN, Aadhaar, two passport photos, two witnesses with ID and the collector-rate sheet to the Tehsil office on your appointment date. The sub-registrar verifies the GRN against the treasury, biometrics are captured, both parties sign the deed, and you walk out with a registered deed the same day. Appointment slots open 15 days in advance on jamabandi.nic.in and the Gurugram slot window fills within hours, so book immediately after fixing your sale date.

  1. Draft and finalise the sale deed with a licensed deed writer or lawyer
  2. Log in to egrashry.nic.in and generate challan for stamp duty (head 0030)
  3. Pay stamp duty via net banking, debit card or NEFT and save the GRN
  4. Repeat the challan step for 1% registration fee under the same portal
  5. Book an appointment slot at the relevant Gurugram sub-registrar on jamabandi.nic.in
  6. Visit the sub-registrar with buyer, seller, two witnesses, PAN, Aadhaar and both printed challans
  7. Collect the registered deed and apply for mutation at the Tehsil office within 90 days

Stamp duty concessions, refunds and exemptions

The most used concession is the gender rebate: a woman buying property solo in urban Haryana pays 5% instead of 7%, a two percentage-point saving that works out to Rs 2 lakh on a Rs 1 Cr property and Rs 4 lakh on a Rs 2 Cr property. Many Gurgaon families structure the purchase in the wife or daughter's name specifically to pocket this concession, which also layers on top of the Section 80C income-tax deduction (up to Rs 1.5 lakh on stamp duty and registration charges in the year of purchase). Haryana also offers refund of stamp duty under Section 48 of the Indian Stamp Act if the sale deed is cancelled before registration, or if excess duty was paid by mistake. The claim window is six months from the date of execution, filed with the Collector of Stamps. Blood-relative gift deeds attract only Rs 5,000 flat duty, release deeds between family members attract Rs 1,000, and partition deeds inside a Hindu Undivided Family are also concessional. Exemptions apply to transfers to government, charitable trusts registered under 12A, and certain affordable housing allotments under the Deen Dayal Jan Awas Yojana. If you are claiming any concession, flag it to the sub-registrar in writing before paying the challan, because recovering overpaid duty takes months.

  • Women pay 2 percentage points less stamp duty than men in both urban and rural slabs
  • Section 80C allows up to Rs 1.5 lakh deduction on stamp duty paid in the registration year
  • Blood-relative gift deed: flat Rs 5,000 stamp duty
  • Refund claim window: six months from deed execution, filed with Collector of Stamps
  • Deen Dayal Jan Awas Yojana flats carry concessional duty on affordable units

Common mistakes that cost Gurgaon buyers lakhs

The single most expensive mistake is paying stamp duty on consideration when the collector rate is higher. The sub-registrar will refuse to register the deed and you lose a day; worse, if you have already paid, you need to buy a top-up e-Stamp before the slot expires. Second common error is skipping the mutation step. Registering the deed only records the transaction; mutation at the Tehsil updates the revenue record (jamabandi) in your name and should be filed within 90 days. Without mutation you cannot apply for a new electricity meter in your name, cannot sell the property cleanly later, and may still receive property-tax notices in the seller's name. Third, buyers often forget that TDS under Section 194-IA (1% on sale value above Rs 50 lakh) is deducted by the buyer and deposited to the Income Tax Department, with Form 26QB filed within 30 days of the payment month. Non-filing attracts interest and penalty. Fourth, if the property is a builder floor on a plot, both the undivided share of land and the structure must be captured in the deed to avoid future title disputes. Fifth, never sign a sale deed on an under-construction property without verifying the HRERA registration on haryanarera.gov.in; the sub-registrar will accept the deed but you lose RERA protection if the project is unregistered. Work with a consultant who has handled transactions in your specific sector, and ask them to show you the collector-rate PDF for your product type before you draft the deed.

  • Underpaying because you based duty on consideration, not collector rate
  • Forgetting to file mutation at Tehsil within 90 days
  • Missing Form 26QB TDS filing within 30 days of payment month
  • Signing on an unregistered HRERA project (lose consumer protection)
  • Not splitting undivided land share and structure value in builder-floor deeds
