What is the Circle Rate in Gurgaon and How Does It Affect You?

Short answer

Gurgaon's circle rate (collector rate) is the government-set minimum value at which a property can be registered. You pay stamp duty and registration on the higher of the circle rate or your actual purchase price, and buying well below it can trigger income tax for both buyer and seller.

The circle rate, officially called the collector rate in Haryana, is the minimum value per square yard or square foot that the Gurugram district administration notifies for every sector, colony and road. No sale deed can be registered below it. Rates vary sharply across the city, so a plot on Golf Course Road or in a prime DLF phase carries a far higher collector rate than land in New Gurgaon or along stretches of the Dwarka Expressway. The current sector-wise rates are published on the Gurugram district website and the Haryana land records portal, jamabandi.nic.in.

Its first effect is on your registration cost. Stamp duty and the registration fee are charged on the circle rate or your actual transaction price, whichever is higher. In urban Gurugram, stamp duty is 7 percent for a male buyer, 5 percent for a female buyer and 6 percent for joint male and female ownership, plus a registration fee of up to 50,000 rupees. So if you agree a price below the circle rate, you still pay duty on the higher circle-rate figure.

The second effect is income tax. If your purchase price is more than 10 percent, or 50,000 rupees, whichever is higher, below the stamp duty value, that shortfall is taxed in your hands as income from other sources under Section 56(2)(x), while the seller is assessed on the circle-rate value for capital gains under Section 50C. The same 10 percent tolerance band applies to both sides, so no addition is made as long as the gap stays within that limit. This matters more now because Gurugram's collector rates have jumped in two quick revisions, one effective 1 August 2025 and a fresh set notified with effect from April 2026 that raised rates by roughly 15 to 75 percent depending on the locality. Established sectors such as Sector 29 sit near the lower end, while premium pockets like DLF Phase 5 and the commercial corridors along the Dwarka Expressway and the Southern Peripheral Road are at the top, which has sharply narrowed the gap between circle and market rates in many areas.

For many prime Gurgaon purchases the market price still sits above the circle rate, so duty is paid on the actual value and the tax provisions rarely bite, but the 2026 hike has closed much of that cushion. Before you sign, check the latest notified rate for your exact sector, budget stamp duty and registration on the higher of the two figures, and keep your agreed price at or above the circle rate to avoid an income tax query later.
