The Haryana rate schedule in one table

Haryana has a two-dimensional rate schedule: urban vs rural, and buyer gender (male, female, joint). The combinations produce six possible rates. Urban includes a 2% municipal cess that rural areas do not pay.

What counts as urban in Gurgaon

Properties inside Municipal Corporation Gurugram (MCG) limits pay urban stamp duty. This covers Sectors 1-57, the full Golf Course Road corridor (DLF Phases 1-5), Sushant Lok, South City, Palam Vihar, and most of the Golf Course Extension sectors up to Sector 70. Beyond that, sectors fall into panchayat jurisdiction and get rural rates. Dwarka Expressway sectors above 95 are typically rural; some Sohna Road sectors beyond Islampur are also rural.

The female buyer rebate strategy

Registering a property in a female family member\'s name saves 2% stamp duty. On a Rs 5 crore DLF 5 property, that is Rs 10 lakh. For a Rs 2 crore GCR apartment, Rs 4 lakh. The deed goes in the woman\'s name, but joint ownership is still possible through the sale deed clauses or a subsequent gift deed. Consult a property lawyer on the specifics.

Circle rate: the floor valuation

Haryana publishes a sector-wise minimum valuation (circle rate or collector rate). If you buy a property for less than circle rate (common in resale buys where the market has softened), stamp duty is still computed on circle rate, not your actual transaction value.
