What is RERA and HRERA in Gurgaon?

RERA is the Real Estate (Regulation and Development) Act, 2016, the central law protecting buyers. HRERA is the Haryana authority that enforces it, and Gurgaon projects and agents fall under its Gurugram bench, which registers projects, enforces timelines and handles buyer complaints.

RERA stands for the Real Estate (Regulation and Development) Act, 2016, a central law passed to bring transparency and accountability to property sales. Each state runs its own authority to enforce it, and in Haryana that body is HRERA, the Haryana Real Estate Regulatory Authority. HRERA works through two benches, Gurugram and Panchkula, and the Gurugram bench covers Gurgaon (Gurugram district). Its official portal is haryanarera.gov.in.

The rules matter most for under-construction property. Any project on land above 500 square metres, or with more than eight units, must be registered with HRERA before it is advertised or sold, and it is given a registration number you can verify online. Builders must sell on carpet area, not super built-up area, must keep 70 percent of buyer payments in a separate project account used only for that project's construction and land cost, and must commit to a possession date with compensation payable if they miss it. Real estate agents must also hold a valid HRERA registration before marketing a covered project.

Before you book an under-construction flat, villa or plotted project in Gurgaon, ask for the HRERA registration number and check it on haryanarera.gov.in against the project name or promoter. Confirm the price is quoted on carpet area and that your agent is registered. If a builder delays possession or breaks what was promised, you can file a complaint with the HRERA Gurugram bench. Note that ready-to-move homes, genuine resale deals and small plotted projects below the threshold may not carry a project RERA number, so for those your focus shifts to clean title, sanctioned approvals and the registered sale deed.
