How to Check if a Project is RERA Registered: A Step-by-Step Verification Guide

Verify any Gurgaon project's RERA status in minutes. Step-by-step guide to search HRERA Panchkula, read the registration certificate, and spot red flags.

Why RERA registration matters before you pay a rupee

The Real Estate (Regulation and Development) Act, 2016 made it illegal for a promoter to advertise, market, book, sell, or offer for sale any plot, apartment, or building in a project without first registering it with the state regulator. In Haryana that regulator is HRERA, split into two benches: HRERA Panchkula covers Gurugram, Faridabad, Rewari, Mahendragarh, Palwal, Nuh, Charkhi Dadri, and Bhiwani, while HRERA Gurugram was constituted later and now handles Gurugram-specific matters alongside the Panchkula bench. For almost all Gurgaon residential projects, the active portal is haryanarera.gov.in. Registration is the single most important legal checkpoint a buyer has. A registered project means the promoter has submitted land title documents, approved building plans, encumbrance certificates, carpet-area declarations, promoter PAN and bank details, and a timeline of completion to the authority. Seventy percent of buyer collections must be parked in a separate escrow account tied to that project, which cannot be diverted to other land purchases or company expenses. If the promoter misses the declared possession date, the buyer has a statutory right to a full refund with interest, or to continue and claim delay compensation. None of these protections exist on an unregistered project. You are also protected on quality: any structural defect reported within five years of possession must be rectified by the promoter free of cost. Before you transfer a booking amount, token, or expression-of-interest cheque, confirm the RERA number yourself. Do not rely on a brochure, a sales executive's WhatsApp screenshot, or a QR code on a hoarding.

Step 1: Open the HRERA Haryana portal

Go directly to haryanarera.gov.in in your browser. Type the domain in yourself rather than clicking a link forwarded over WhatsApp, because scam sites use look-alike URLs with extra letters or hyphens. The homepage shows separate menus for Panchkula and Gurugram benches, plus quick links for Registered Projects, Registered Agents, and Complaints. For Gurgaon buyers, both benches may hold valid records depending on when the project was registered, so if a project does not appear under Gurugram, repeat the search under Panchkula before concluding it is unregistered. The portal is free to use and does not require login for a basic project search. You will only need an account if you plan to file a complaint or track an existing case. Older registrations from 2017 to 2019 sometimes carry Panchkula numbers while newer ones from 2020 onward are usually Gurugram-issued, but there is no strict cutoff, so always check both. The portal was redesigned in recent years and search fields may move: look for a tab labelled Registered Projects or Project Search, usually in the top navigation or on the main dashboard. If a developer insists registration exists but the portal shows nothing, treat that as a serious warning and ask for a certified copy of the registration certificate before any further discussion. Step 2: Search by project name, promoter, or RERA number

Inside the Registered Projects page you will see filters for district, promoter name, project name, and RERA registration number. Start with the district filter set to Gurugram, then type the project name as the developer markets it. Spelling matters: DLF, M3M, Signature Global, Godrej, Experion, and other developers register projects under their legal entity name, which is often slightly different from the marketing name. Searching by the full RERA number is the most reliable method if the developer has shared it, because the number is unique and uneditable. A valid Gurgaon HRERA number is a long alphanumeric string containing the state code, year, district code, and a sequential registration ID. If search by project name returns multiple results, that is normal: large townships are often split into phases, each with its own registration. Open each entry and check the plot numbers, tower names, or sector against the unit you are being sold. If you cannot find the project under any filter, try the promoter name alone, which lists every project that company has registered in Haryana. If still nothing appears, the project is either unregistered, registered under a different legal entity you have not been told about, or outside Haryana jurisdiction entirely. Any of those three cases requires a direct written clarification from the developer before you proceed. Step 3: Read the registration certificate carefully

Clicking a project opens its public dashboard. The dashboard shows the full registration certificate, approved layout plan, promoter details, bank account for buyer deposits, carpet-area breakup per unit type, declared cost of the project, declared completion date, and all quarterly progress reports filed since registration. Download the certificate PDF and compare every field with what you have been shown by the sales team. Common mismatches that should concern you: brochure shows a swimming pool and clubhouse not on the approved layout, sales team quotes a possession date earlier than the RERA-declared date, promoter company on the certificate is a shell entity different from the brand name used in advertising, or the project is registered for Phase 1 while you are being sold a unit in an unregistered Phase 2. Also check the status field. Possible values include Registered, Extended, Lapsed, Revoked, and Completed. Lapsed means the declared completion deadline passed without the project finishing or obtaining an extension, and Revoked means HRERA cancelled the registration for violations. Both are serious: a lapsed project cannot legally continue sales until the registration is renewed, and a revoked project is in an enforcement proceeding. For resale units, Completed is the normal state and indicates the Occupation Certificate is already filed. Step 4: Check the quarterly progress reports and complaints

Every registered promoter must file a Quarterly Progress Report, known as a QPR, within fifteen days of the end of each quarter. These reports disclose construction progress, money collected from buyers, money spent, and any changes to timeline or specifications. On the project dashboard, open the latest QPR and compare it to the sales team's claims. If the sales team says construction is at the finishing stage but the last QPR shows the building at thirty percent, something is wrong. Also look for a Complaints or Litigation section on the same dashboard, which lists cases filed against the promoter under this project. A handful of complaints on a large project is normal, but repeated patterns such as delay-compensation claims, specification-change objections, or refund orders should be read in full. HRERA orders are public documents. If the promoter has a history of adverse orders, that risk belongs in your decision. Also verify the agent you are dealing with: brokers must be registered under RERA as real-estate agents, and their registration number should be printed on any booking form or allotment letter. Red flags, exemptions, and when to seek legal help

A few situations look suspicious but are legitimate. Independent builder floors on plots under 500 square metres and projects with eight or fewer total units are exempt from mandatory registration, which is why many Gurgaon four-storey builder floors on DLF Phase 1, Phase 2, Phase 3, and South City I plots do not carry a RERA number. The relevant proof there is the approved building plan from DTCP or MCG, the Occupation Certificate if the floor is ready, and the plot's clear title chain. Pre-launch invitations and expression-of-interest schemes marketed before registration are not legitimate and are specifically prohibited under RERA Section 3. Soft-launch pricing, pre-RERA bookings, and allotment letters issued before registration all violate the Act. If the project exists on the HRERA portal but the promoter is pressuring you to book immediately through a cash cheque or a payment to a non-escrow account, stop. All buyer money for a registered project must go to the escrow account printed on the certificate.
