Tenant Police Verification in Gurgaon: Online Form, PDF and 2026 Process
Every landlord in Gurgaon must file tenant police verification online through Form C within days of handover, or face BNS penalties and liability if the tenant commits a crime.
Yes, tenant police verification is mandatory for every landlord in Gurgaon, and the online route is now the only sensible way to file it. The form you need is Form C, submitted through the Haryana Police Citizen Services portal within seven days of a tenant moving in. Skipping it is not a technicality, it is a prosecutable offence that also makes you civilly exposed if the tenant is ever named in a crime.
Who falls under this rule, every landlord in Gurgaon who hands over a residential property to a tenant, whether on an eleven-month lease, a long registered lease, a short-term stay or a paying-guest arrangement. The requirement flows from Section 144 standing orders issued periodically by the Gurgaon Commissioner of Police and from the Haryana Police Act, and it applies equally to builder floors, apartments, villas, independent houses and serviced residences. The only occupants it does not cover are the owner's immediate family staying rent-free.
Landlord liability is real. Non-compliance is treated as disobedience of a lawful order of a public servant, which under Section 223 of the Bharatiya Nyaya Sanhita (BNS), the law that replaced IPC Section 188 in July 2024, carries a fine starting at Rs 200 and simple imprisonment up to one month, rising to Rs 1,000 and up to six months if the breach causes risk to public safety. The bigger risk, though, is reputational and civil: if your tenant is picked up in an FIR, the first question the investigating officer asks is whether you filed Form C.
The online process itself is quick once you know where to go. Open the Haryana Police Citizen Services portal, create an account using your mobile number and Aadhaar OTP, and pick 'Tenant Verification' from the services menu. You will enter the tenant's details, upload scanned documents and submit the request against your Gurgaon police station jurisdiction. There is no fee for individual verification. Keep the acknowledgement number safe, you will use it to track the status.
Form C is the actual document the police need. Downloadable as a PDF from the same portal, it asks for the tenant's full name, father's or husband's name, date of birth, permanent address and the last two previous addresses, current employer with address, Aadhaar and PAN numbers, mobile number and email, two local references with phone numbers, a recent passport-size photograph and the tenant's signature. The landlord signs the second half with property address, holding details and a copy of the rent agreement attached. Fill every field, partial forms are the single most common reason verifications get kicked back.
The documents you need to attach are straightforward. From the tenant: Aadhaar card, PAN card, two passport-size photographs, proof of previous address (utility bill, prior rent agreement or voter ID) and an employer letter or appointment letter. From you, the landlord: ID proof (Aadhaar or passport), property proof (sale deed, allotment letter, possession certificate or latest property-tax receipt) and the rent agreement on Rs 100 stamp paper, registered if the tenure exceeds eleven months or notarised if it is shorter.
Timeline is typically seven to fifteen working days from submission. The local SHO assigns a beat constable who may call the tenant or do a physical check at the address, after which the status moves to 'Verified' on the portal. You will get an SMS alert and can download the verification certificate as a PDF. Keep that certificate with the lease file, banks, housing societies and the MCG sometimes ask for it during utility transfers.
The most frequent rejection reasons are easy to prevent. A tenant photograph that does not match the Aadhaar photo, an outdated previous-address proof (older than three months on utility bills), an unregistered rent agreement where the tenure exceeds eleven months, and a missing employer letter are the top four. Fix them before you submit, not after. If the tenant is self-employed, attach GST registration or an ITR acknowledgement in place of the employer letter.
The same Form C route covers drivers, nannies, maids, cooks and resident security staff, and this is where most Gurgaon homeowners quietly slip up. Any adult who lives on your property or works there with regular overnight access is a 'tenant' in the eyes of the police for verification purposes. The portal has a separate 'Servant Verification' flow that uses the same documents, timelines and penalties.
Short-term rentals need a careful read. Airbnb hosts, holiday-let operators and anyone renting out a flat on a stay-by-stay basis are still liable, Gurgaon police treat any paid occupant as a tenant. If you are a licensed hotelier or a registered serviced-apartment operator, you file guest details through Form F under the Foreigners Act and the Hotel Register rather than Form C, but the data has to reach the local station daily. Mixed-use buildings and ad-hoc short-let setups often get this wrong, which is why rental dispute cases in Gurgaon so often cite missing verification.
We handle Form C submission for every rental mandate we represent, verifying both the tenant file and the paperwork before the keys change hands. HRERA registration RC/HARERA/GGM/2548/2143/2024/261 sits on every rent agreement we draft, which keeps the most common portal rejections at zero.
