Circle Rate in Gurgaon 2026: Sector-wise Table (DC Rates)
Gurgaon's 2026 circle rates set the stamp-duty floor for every registry, and knowing your sector's number across plots, flats and floors protects your tax and valuation outcomes.
Circle rate in Gurgaon is the government-notified minimum value at which a property can be registered, and in 2026 the DC rates set by the Haryana Revenue Department remain the anchor for stamp duty, capital gains and loan-to-value calculations across every sector. If the deal happens below circle rate, the registry office will still charge duty on the circle-rate value, so understanding your sector's number before you negotiate is a basic buyer-side discipline.
The simplest way to think about this is: market rate is what two private parties agree on, while circle rate is what the Deputy Commissioner has notified as the floor. In most of prime Gurgaon, market trades well above circle, which is why buyers pay stamp duty on the actual consideration. In older or softer micro-markets, market can slip towards the circle number, and that is where tax and valuation friction starts.
Gurgaon's 2026 circle-rate schedule is organised sector by sector and colony by colony across both urban and rural pockets, with separate columns for residential plots, group-housing apartments and independent floors. New Gurgaon sectors on the Dwarka Expressway and the Southern Peripheral Road sit at mid-tier numbers because they came in through HSVP's post-2017 licensing framework. Older HUDA sectors and the private DLF colonies on Golf Course Road carry higher rates that reflect their mature value. Rural revenue estates inside the municipal limits sit at the bottom of the schedule.
For the private colonies the pattern is predictable. DLF Phase 1 and DLF Phase 5 carry the highest residential-plot circle rates, followed by DLF Phase 2, DLF Phase 3 and DLF Phase 4. Sushant Lok 1 sits in a similar bracket to DLF Phase 2 and 3 because of its road widths and plot sizes. South City 1 and 2 come in a notch below, and Nirvana Country, being a newer master-planned pocket, sits in the mid band. Across all of these the circle-rate number is still a fraction of what plots actually transact at, which is useful to remember when the registry invoice looks small compared to the cheque you just wrote.
Every Gurgaon circle-rate notification runs on a three-column rule. Column one is the per-square-yard rate for a residential plot, column two is the per-square-foot rate for a flat in a group-housing project, and column three is the per-square-foot rate for an independent builder floor built on a residential plot. These are not interchangeable. A buyer registering a builder floor pays duty on the floor's built-up area at the floor rate, plus the proportionate land share at the plot rate for the plot it sits on. Reading the right column for your product type is the single most common mistake we see at the sub-registrar's office.
The impact on your stamp duty is direct. Haryana charges 7 percent for a male buyer, 5 percent for a female buyer and 6 percent for joint ownership on the higher of the actual consideration or the circle-rate value, plus a 1 percent registration fee capped at Rs 50,000. On a residential floor registered at Rs 3 Cr with a circle-rate value of roughly Rs 2.6 Cr, you pay on Rs 3 Cr because that is the higher number. If the circle rate were above your deal value, you would pay on the circle number instead, and you would also pick up a notional capital-gains hit under Section 50C of the Income Tax Act, or an income head under Section 56(2)(x) on the buyer side, for the gap.
Gurgaon's revision history matters because it tells you where the city sees pressure. Rates were revised in 2020 after a long pause, then hiked meaningfully in 2023 for prime commercial pockets and parts of the licensed colonies, and refreshed again through 2024 and 2025 as new sectors on the Dwarka Expressway came online. A hike is usually triggered by one of three things: a sharp divergence between actual market trades and the current circle number, pressure on state revenue, or a new infrastructure trigger like a metro extension or an expressway interchange. If your sector has just had a major road or metro announcement, assume the next DC notification will catch up.
Occasionally the market rate drops below the circle rate, usually in an under-construction tower that is struggling with sentiment, or in a far-fringe sector that got notified at an aspirational number. The playbook here is clear. You can still register at the actual lower consideration, but the Section 50C and 56(2)(x) exposure means the seller faces tax on an income they never earned and the buyer faces tax on a gift they never received. In those cases we either negotiate the deal up to the circle number, or we route it through a valuation report from a government-approved valuer and file a Section 50C(2) reference with the Assessing Officer to establish the real fair market value. Walking into a sub-registrar's office with a deal below circle without this homework done is how clean transactions turn into assessment notices eighteen months later.
The full Gurgaon circle-rate PDF for 2026 is published on the Haryana Revenue Department's e-portal and on the Gurugram district site under the Deputy Commissioner's revenue section. We keep a cleaned, sector-indexed copy for clients so you can look up your plot in one scroll instead of three. Before you make an offer on any Gurgaon property, pull your sector's circle rate for the correct product column, run the duty number, and only then start negotiating. It is the five minutes that saves lakhs at the registry.
